Cannot create mail enabled Public Folders in Exchange 2007

If you check the application logs on the mailbox server, you might find the following two errors when this is an issue:

EventID 9389
The task failed to correctly generate RUS information [Proxies, Addresslists, Policies included] for this object, error '80004005'.

EventID 9543
Unable to create Public Folder proxy object for folder "" in the Active Directory.
